Control any device -- from mobile phones to television sets -- with just a wave of your hand

ScienceDaily (Oct. 8, 2012) ? Forget the TV remote and the games controller, now you can control anything from your mobile phone to the television with just a wave of your hand.

Researchers at Newcastle University and Microsoft Research Cambridge (MSR) have developed a sensor the size of a wrist-watch which tracks the 3-D movement of the hand and allows the user to remotely control any device.

Mapping finger movement and orientation, it gives the user remote control anytime, anywhere -- even allowing you to answer your phone while it's still in your pocket and you're walking down the street. (Watch a video on the university's YouTube channel: http://www.youtube.com/watch?v=G98zYMMEDno)

Being presented this week at the 25th Association for Computing Machinery Symposium on User Interface Software and Technology, 'Digits' allows for the first time 3-D interactions without being tied to any external hardware.

It has been developed by David Kim, a MSR funded PhD from Newcastle University's Culture Lab; Otmar Hilliges, Shahram Izadi, Alex Butler, and Jiawen Chen of MSR Cambridge; Iason Oikonomidis of Greece's Foundation for Research & Technology; and Professor Patrick Olivier of Newcastle University's Culture Lab.

"The Digits sensor doesn't rely on any external infrastructure so it is completely mobile," explains David Kim, a PhD student at Newcastle University.

"This means users are not bound to a fixed space. They can interact while moving from room to room or even running down the street. What Digits does is finally take 3-D interaction outside the living room."

To enable ubiquitous 3-D spatial interaction anywhere, Digits had to be lightweight, consume little power, and have the potential to be as small and comfortable as a watch. At the same time, Digits had to deliver superior gesture sensing and "understand" the human hand, from wrist orientation to the angle of each finger joint, so that interaction would not be limited to 3-D points in space. Digits had to understand what the hand is trying to express -- even while inside a pocket.

David adds: "We needed a system that enabled natural 3-D interactions with bare hands, but with as much flexibility and accuracy as data gloves."

The current prototype, which is being showcased at the prestigious ACM UIST 2012 conference today, includes an infrared camera, IR laser line generator, IR diffuse illuminator, and an inertial-measurement unit (IMU) track.

David says: "We wanted users to be able to interact spontaneously with their electronic devices using simple gestures without even having to reach for them. Can you imagine how much easier it would be if you could answer your mobile phone while it's still in your pocket or buried at the bottom of your bag?"

It's All About the Human Hand

One of the project's main contributions is a real-time signal-processing pipeline that robustly samples key parts of the hand, such as the tips and lower regions of each finger. Other important research achievements are two kinematic models that enable full reconstruction of hand poses from just five key points. The project posed many challenges, but the team agrees that the hardest was extrapolating natural-looking hand motions from a sparse sampling of the key points sensed by the camera.

"We had to understand our own body parts first before we could formulate their workings mathematically," Shahram Izadi explains. "We spent hours just staring at our fingers. We read dozens of scientific papers about the biomechanical properties of the human hand. We tried to correlate these five points with the highly complex motion of the hand. In fact, we completely rewrote each kinematic model about three or four times until we got it just right."

The team agrees that the most exciting moment of the project came when team members saw the models succeed.

"At the beginning, the virtual hand often broke and collapsed. It was always very painful to watch," David explains. "Then, one day, we radically simplified the mathematical model, and suddenly, it behaved like a human hand. It felt absolutely surreal and immersive, like in the movie Avatar. That moment gave us a big boost!"

Both the Digits technical paper being presented at UIST 2012 and accompanying video present interactive scenarios using Digits in a variety of applications, with particular emphasis on mobile scenarios, where it can interact with mobile phones and tablets. The researchers also experimented with eyes-free interfaces, which enable users to leave mobile devices in a pocket or purse and interact with them using hand gestures.

"By understanding how one part of the body works and knowing what sensors to use to capture a snapshot," Izadi says, "Digits offers a compelling look at the possibilities of opening up the full expressiveness and dexterity of one of our body parts for mobile human-computer interaction."

By instrumenting only the wrist, the user's entire hand is left to interact freely without wearing data gloves, input devices worn as gloves, most often used in virtual reality applications to facilitate tactile sensing and fine-motion control. The Digits prototype, whose electronics are self-contained on the user's wrist, optically image the entirety of the user's hand, enabling freehand interactions in a mobile setting.

Microsoft backs free Boingo WiFi in NYC and San Francisco, hopes you'll see Metro on the metro

New York City subway stop

Microsoft is about to launch a giant media blitz for Windows 8, and it wants to guarantee that even those of us heads-down in our laptops and smartphones take notice. It's sponsoring Boingo's WiFi, making it free at popular locations in New York City and San Francisco through the holidays to pitch both its new OS and the Windows Store. The San Francisco locations are already active and mostly cover signature locations such as Fisherman's Wharf and Union Square, but Microsoft is going all-out for the New York City campaign starting November 1st: the free WiFi will reach over 200 locations in Manhattan as well as the six NYC subway stations offering underground wireless. While some might not enjoy the hard sell on Windows 8 while they're checking into Foursquare, we'd say it's at least relevant that Microsoft pushes its urban sign UI in the city that was arguably the software's major inspiration.

Open Source Lives in Polyglot Programming

The prominence and pervasiveness of open source software in cloud computing is something I've researched and written about quite a bit. I've also discussed how open source software is a key component and catalyst for the devops trend that blends application development and deployment via IT operations.

Negative effects of computerized surveillance at home: Cause of annoyance, concern, anxiety, and even anger

ScienceDaily (Oct. 8, 2012) ? To understand the effects of continuous computerized surveillance on individuals, a Finnish research group instrumented ten Finnish households with video cameras, microphones, and logging software for personal computers, wireless networks, smartphones, TVs, and DVDs. The twelve participants filled monthly questionnaires to report on stress levels and were interviewed at six and twelve months. The study was carried out by Helsinki Institute for Information Technology HIIT, a joint research institute of Aalto University and the University of Helsinki, Finland.

The results expose a range of negative changes in experience and behavior. To all except one participant, the surveillance system proved to be a cause of annoyance, concern, anxiety, and even anger. However, surveillance did not cause mental health issues comparable in severity to depression or alcoholism, when measured with a standardized scale. Nevertheless, one household dropped out of the study at six months, citing that the breach of privacy and anonymity had grown unbearable.

The surveillees' privacy concerns plateaued after about three months, as the surveillees got more used to surveillance. The researchers attribute this to behavioral regulation of privacy. Almost all subjects exhibited changes in behavior to control what the system perceives. Some hid their activities in the home from the sensors, while some transferred them to places outside the home. Dr. Antti Oulasvirta explains: -- Although almost all were capable of adapting their daily practices to maintain privacy intrusion at a level they could tolerate, the required changes made the home fragile. Any unpredicted social event would bring the new practices to the fore and question them, and at times prevent them from taking place.

The researchers were surprised that computer logging was as disturbing as camera-based surveillance. On the one hand, logging the computer was experienced negatively because it breaches the anonymity of conversations. -- The importance of anonymity in computer use is symptomatic of the fact that a large proportion of our social activities today are mediated by computers, Oulasvirta says.

On the other hand, the ever-observing "eye," the video camera, deprived the participants of the solitude and isolation they expect at home. The surveillees felt particularly strong the violation of reserve and intimacy by the capture of nudity, physical appearance, and sex. -- Psychological theories of privacy have postulated six privacy functions of the home, and we find that computerized surveillance can disturb all of them, Oulasvirta concludes.

More experimental research is needed to reveal the effects of computerized surveillance. Prof. Petri Myllym?ki explains: -- Because the topic is challenging to study empirically, there is hardly any published research on the effects of intrusive surveillance on everyday life. In the Helsinki Privacy Experiment project, we did rigorous ethical and legal preparations, and invested into a robust technical platform, in order to allow a longitudinal field experiment of privacy. The present sample of subjects is potentially biased, as it was selected from people who volunteered based on an Internet advertisement. While we realize the limits of our sample, our work can facilitate further inquiries into this important subject.

The first results were presented at the 14th International Conference on Ubiquitous Computing (Ubicomp 2012) in Pittsburgh, PA, USA.

BusinessSA's backflip on OHS laws carries short-term gain but long ...

Australian business associations have different perspectives on the need to harmonise occupational health and safety laws across Australia but BusinessSA has performed an?enormous?backflip in only a month on new Work Health and Safety Laws. ?In a letter (now a media release) to the industry association?s members, BusinessSA has called on the South Australian Government to defer the laws until a scheduled national review in 2014. ?The major points of the letter are discussed below.

Objections to the letter on some of the LinkedIn discussion forums have been voiced by some safety and legal professionals, the principle concern being that all state governments agreed to the?initiative?of the Council of Australian Governments (COAG) in 2008 to harmonise the OHS laws. ?Employer groups, unions and OHS?regulators?have been closely involved in the harmonisation process. ?Other parties, including BusinessSA made submissions. ?According to the 2008 submission, these were the six key issues:

  • ?Self-regulation: The appropriateness of the duty of care, consultative mechanisms, performance-based (as opposed to prescriptive) regulation, and education/training in facilitating an effective (self-regulating) OHS system.
  • Causality and uncertainty: Can, and should, governments attempt to regulate with respect to potential future hazards, given the enormous pace of technological change and uncertainty relating to that change and where causes of disease cannot be readily determined?
  • Cost-benefit: To what extent should (can) risk be eliminated regardless of cost? Should risk economics (the evaluation of risk management techniques based on?cost/benefit analysis) form the basis of OHS&W strategies and regulation? The issue and interpretation of ?practicability?.
  • Legislation/regulation: The implications of governmental intervention into OHS issues, trends in regulatory treatment of OHS&W and their effects of inconsistent legislation.
  • Enforcement: Strategies for ensuring compliance. Are punitive penalties appropriate and relevant?
  • Interaction of occupational safety and health with workers? compensation: How does compensation influence prevention?? (page 10)

On 8 June 2012, the Adelaide press reported that

?Business SA chief executive Peter Vaughan said the initial legislation ?created enormous uncertainty? as to who was ultimately responsible for safety outcomes in the workplace.

But through meetings with Industrial Relations Minister Russell Wortley, Mr Vaughan said changes had been made which meant Business SA could support the Bill.

?We are pleased that the Government has agreed to address the concerns of business regarding control (over workplace safety), while also retaining the current South Australian provisions of the right to silence (for people involved in an accident),? he said.?

According to the letter to?members?in October 2012, the concerns are:

  • ?The legislation is overly complex and difficult to interpret, which is likely to result in poor compliance or even non-compliance, albeit unintentional
  • The sheer volume and complexity of the proposed new codes of practice are unworkable. Some of the codes are up to 90 pages in length and the materials often do not reflect industry-relevant best practice
  • The proposed new, complex scheme would create an ?overload? of paperwork and administrative requirements which do not equate to safer workplaces. In fact, safety practices could be directly undermined by the huge distraction that will be presented by this administrative overload
  • Small business, which represents a large proportion of this State?s employers, would be forced to use already stretched management resources to meet compliance paperwork at the cost of actual time on site and on the shop floor directly supervising work place environments for the best safety outcomes.?

It is acknowledged that the harmonisation process has developed over four years so variation from 2008 to now is, perhaps, understandable, but a change in position over a matter of four months should be of concern to the members of BusinessSA and the general community.

The new concerns also do not have credence. ?The Work Health and Safety legislation may be more complex but any law that is a revision from the same laws from 1986 will appear complex. ?Complex to one would be contemporary and applicable to another.

The accusation that the new laws? complexity may lead to non-compliance ignores the fact that most of the content of the laws is not new and has existed for over 30 years in South Australia. ?The duties to maintain a safe and health workplace have not changed, even though the holder of that duty has undertaken a name change to a PCBU.

Many of the new Codes of Practice are still in draft form and are being developed in consultation with whoever wants to be consulted. ?And few workplaces, if any, will have to apply all the Codes. ?The new Codes are associated with industry sectors or?specific?workplace hazards or provide guidance on basic OHS and risk management. ?Almost all the Codes are revisions of existing Codes or guidances. ?As with the content of the laws, most of the content is already familiar to South Australian businesses and industry associations.

BusinessSA raises concerns over red tape but not in that phrase. ?SafetyAtWorkBlog has countered this accusation in several articles over the last few years. ?The red tape issue is not only?occurring?in safety management and is part of the larger debate on productivity,?accountability?and due diligence.

The concern over the impact on small business seems recent as there is no mention of ?small business? in BusinessSA?s 2008 submission. ?Concerns about OHS in small?business?have existed for a long time but Elizabeth Bluff provided advice on how small?business?can use local business networks (dare we say, industry associations?) to?implement?OHS?improvements? ?Her?paper?is from 2003 but quotes research from 2001 and illustrates some advantages in addressing OHS matters.

?Walters (2001:375) suggests that there is a strong potential to provide the necessary support for OHS activity in smaller organisations from within their social and business environment, building support networks and establishing relationships with a range of parties that might include larger private enterprises, public sector agencies and local authorities, information agencies, training agencies, business advisers, general and community health care providers, business suppliers, clients and customers. This involves making use of dependency and contractual relationships between organisations and their clients, customers and suppliers as well as others with whom small businesses interact in daily business. Provided trusted relationships can be established to convey and reinforce information about OHS requirements, Walters (2001: 166) is optimistic that there are characteristics of smaller organisations that will facilitate attention to OHS. In particular, there is the potential for faster decision making, informal communication, understanding of practical issues which may facilitate consideration of OHS issues.? (page 42, emphasis added)

Bluff returned to the issue in her 2005 paper ?The Missing Link:?Regulating Occupational Health and Safety Support?.

In the letter, recent CEO, Nigel McBride, is also careful in his words about which States already have harmonised laws. ?He says Victoria has said no and that Western Australia is still reviewing their WHS Laws. He admits Queensland and Northern Territory have introduced new harmonised laws but fails to mention New South Wales or Tasmania or the Commonwealth or the Australian Capital Territory.

McBride states that

?It is also apparent that there will not be nationally harmonised laws in the foreseeable future.?

Most would agree that harmonisation has not met the national criteria first proposed in 2008 but the majority of Australian jurisdictions have introduced laws based on the Model Work Health and Safety Act (for which Safe Work Australia released a guidance in the last couple of days).

Some commentators have speculated that this radical switch is a purely?political?move but this is meaningless as OHS harmonisation has been a political beast since former Prime?Minister? John Howard, announced the need for such a process in the last years of his government.

Something has changed in South Australia very recently and BusinessSA has sniffed the wind and re-strategised. ?Some months ago the Federal and South Australian workplace relations Ministers were confident that new WHS laws would be introduced in each State only not to the original timetable. ?If their hopes are realised, BusinessSA will look silly.

BusinessSA?s call for a deferment to 2014 does not mean that laws will be introduced in that year. ?2014 is set for a national review of the Work Health and Safety laws. ?That?review?process and consultation will ?take months if not a year and will be exposed to further political lobbying. ?The statement may indicate a ?deferral? but, if the SA government agrees to this, South Australia will not see new laws for many years. ?This delay will lead to more controversial court prosecutions on outdated legal concepts ?like the Salvemini case and continued attacks on the operation of SafeWorkSA.

Fantastic Self Improvement Tips That Can Work For You! | Rob ...

At times, it can be difficult to determine what you need for effective personal development. You need to see what will work for you. Nothing works the same for everyone in terms of self improvement. With that being discussed you should look for new ways to help yourself, like these suggestions, read on to see which ones you can use.

Decide what you want and take actions toward this goal. If you spend all your time dreaming about what you want to happen in your life, yet do little to create that life, that life will never happen. It is time to take action toward realizing your dreams.

Discipline is one of the cornerstones of a successful self improvement plan. Teach yourself how to overrule your body?s desire for things that can harm you. Avoid desires like greed, lust, drunkenness, and over-eating. You will not develop any life long addictions that will compromise your health in a physical or mental fashion.

When you are trying to reach your goal, don?t push your physical limitations. Although striving may be what fuels your accomplishments, you need to know when you are exceeding your own boundaries. Achieving a goal is not worth throwing away your health. Short-changing your body in order to meet self improvement goals is a terribly counter-productive form of self-improvement.

The health of your body has a direct effect on the health of your mind. Partake in regular exercise and stick to a nutritious diet. If you want a healthy mind, make sure it resides in a healthy body.

Focus on your internal qualities, not your external image. In the end, your looks do not matter that much. It is your personality and character traits that are going to define who you are in life. Instead of making cosmetic changes, put more effort into improving your inner self.

Are you causing yourself unnecessary stress? Stay calm and carefully analyze every situation. If you make a mistake, own up to it, fix it, and move on. Prioritize your achievements over your failures.

Identify what is keeping you from being successful. This is hard to do for a lot of people. To be successful at personal development, start by pinpointing any areas of weakness and target these areas for improvement. If you succeed in removing some obstacles, you might find that the path to the future is much clearer.

Make a list of your priorities, and plan your life around these elements. Focus on the more positive things in life because they matter. Do not focus on the negative things because they don?t matter, and you will have a lot better inner peace.

Thinking about growing and changing will only take you so far; in order to achieve your goals, you need to actively implement the changes. If you want to become a better person, you have to take concrete steps to make it happen.

Personal Development

Read some good books about personal development. A good personal development book can give you great advice and ideas that can change your life. Try choosing a book that has several positive reviews because many books in the genre are not very well written.

Know that everyone is different, so use this article in a way that?s comfortable for you. Trying out and practicing what you?ve learned is the only reliable method for improving your personal development results. Don?t hog the knowledge, though. If you have friends or relatives that could use these tips, be sure to point them to this article

Putin strong at 60 but economic challenges loom

(AP) ? As he hits his 60th birthday, Vladimir Putin seems to be in the prime of life: He hang-glides with Siberian cranes, shows off judo moves and exudes supreme self-confidence at Russia's helm. But scratch the surface and a picture emerges of a surprisingly vulnerable leader whose fate hinges on the vagaries of oil prices and popular docility in the face of strong-arm tactics.

The legacy of Putin's 13-year rule is an economy that depends entirely on an oil-and-gas bonanza and a rigid political system that has stifled dissent, turned the parliament into a rubber stamp and reduced courts to obedient tools for the government.

Are the Russians getting tired of their macho leader, who celebrates his birthday Sunday?

Not yet, experts say, but many of Putin's supporters are backing him out of apathy and fear of change rather than genuine enthusiasm. Such support may fade away quickly if energy prices slump, leading to widespread hardship.

Some observers see new repressive Kremlin laws as not merely a response to mass winter rallies in Moscow against Putin's rule, but a pre-emptive move against a potentially much wider protest over economic worries. Utilities fees and other municipal payments already have risen in the summer, and analysts predict that public discontent will grow in the fall.

Analysts warn that the government would quickly run out of cash to pay wages and pensions if Russia's energy revenues dry up. Even with the current relatively high oil prices, the Kremlin has been struggling to raise funds for a planned pension reform.

Putin spokesman Dmitry Peskov told The Associated Press that the economy is Putin's main concern. He described Russia as a "social state" and said that reducing pensions wouldn't be acceptable for the country.

Putin has pledged repeatedly to ease Russia's dependence on energy exports, encourage high-tech industries, create incentives for small and medium business and improve the investment climate. But oil and gas revenues still account for the bulk of the government budget, while red tape, rampant corruption and courts bowing to official orders have spooked investors and stymied economic development.

"Putin hasn't moved a finger to change the economic model established during his 13-year rule, and he can't be realistically expected to make any changes now," said Stanislav Belkovsky, a political consultant with past ties to the Kremlin.

During the election campaign, Putin made generous pledges to raise wages and pensions, as well as boost social programs and the military budget. Even Cabinet officials have acknowledged that his promises can't be fulfilled without destabilizing the economy ? meaning he could face trouble whichever way he turns.

"We can't afford to simultaneously maintain a high level of paternalist-style social protection, to keep a very big army and to retain a large share of economy in state hands," Deputy Prime Minister Arkady Dvorkovich told a business forum this week.

Lev Gudkov, the head of the Levada Center, Russia's leading independent pollster, said workers at state-owned factories, who back Putin in a hope that the government will continue to prop up their inefficient industries, form the most loyal part of his support base: "These people feel strongly against reforms and modernization and are nostalgic about the Soviet times."

Putin also continues to enjoy solid support among teachers, doctors and others who receive their wages from the state, but their sentiments are more volatile. "If the situation worsens, they may join the protest movement," Gudkov said.

Putin has suffered a gradual decline in popularity, but he still enjoys majority support largely thanks to the absence of a strong alternative after years of Kremlin efforts to sideline the opposition.

"It's a politically passive majority which accepts the existing realities," Gudkov said.

While running for a third term in March's election, Putin relied on anti-American rhetoric to mobilize his core electorate, accusing the U.S. of fomenting protests against his rule in order to weaken Russia. He also tried to play blue-collar workers against the educated urban professionals forming the core of massive protests in Moscow, whom he described as members of the coddled elite at odds with the hard-working majority.

After his inauguration, Putin cracked down on his foes with a slew of draconian laws that hiked fines 150-fold for taking part in unauthorized protests, recriminalized slander and required non-government organizations that receive foreign funding to register as foreign agents. Another bill under discussion widens the definition of treason to include handing over information to international organizations.

Three members of the feminist punk band Pussy Riot were sentenced to two years in prison in August for performing an anti-Putin "punk prayer" at Moscow's main cathedral, a verdict that drew global outrage and came to symbolize the Kremlin's crackdown on dissent.

"Putin has opted for a conservative action course, relying on conservative values and appealing to the most conservative sentiments of the population," said Alexei Makarkin, a leading analyst with the Center for Political Technologies, an independent think-tank.

He said that while the authorities would probably refrain from using the new laws in "mass repressions," they may prosecute some activists to make an example of them.

Makarkin predicted that Putin would continue playing the anti-American card, adding that many hawks in Putin's entourage would prefer a Mitt Romney victory in the U.S. presidential election, as the Republican candidate's view of Russia as Washington's "No. 1 geopolitical foe" would give Moscow strong arguments to deepen anti-U.S. policies. "Romney's rhetoric would allow the Kremlin to toughen its stance in relations with the United States," he said.

Putin will find himself at the center of public discontent in case of an economic downturn. If that happens, analysts say, the president would likely try to deflect the threat by sacrificing his protege Dmitry Medvedev, who became prime minister this year after serving as loyal presidential placeholder for four years, with Putin in the premiership due to term limits.

"Putin will fire Medvedev in case of a severe economic crisis caused by external factors," Belkovsky said.

INAUGURAL YEAR OF WILD CARD GAMES DRAW INCREASED INTEREST

By Douglas Pucci

Early ratings indicate that the newly added games to the Major League Baseball postseason are a success. The MLB Wild Card games doubleheader on Friday, Oct. 8 on TBS averaged a 3.7 overnight household rating, according to Nielsen, which marks a 12 percent increase from the 3.3 average overnight rating for TBS?s coverage of all Division Series games in 2011. Even more impressive was the 61 percent ratings increase over the 2.3 overnight rating for the first day of the MLB year-ago playoffs in 2011, which featured the American League Division Series, Game 1 matchup between Texas and Tampa Bay on Friday, September 30, 2011.

In the night?s first Wild Card game, a National League matchup where the defending World Champion St. Louis Cardinals defeated the Atlanta Braves by the score of 6-3, a controversial call by an umpire was made against Atlanta. An apparent misplayed fly ball by the St. Louis fielders dropped in the outfield when two Atlanta runners were on-base. However, the play was officially ruled as an ?infield fly? and therefore caused the Atlanta batter (Andrelton Simmons) to be called out. In theory, an infield fly rule is in place to prevent the scenario of a fielder from purposely not catching a short pop-up to then catch multiple runners on the bases off-guard.

Much debris littered the field by the home Atlanta crowd, as a result, and the game was delayed for approximately 20 minutes.

The nightcap featured the American League Wild Card game where the visiting Baltimore Orioles defeated the two-time defending A.L. champion Texas Rangers 5-1. Baltimore?s success has been one of the most surprising baseball stories of 2012. Meanwhile, the Texas loss was the conclusion of a devastating collapse. Despite leading their American League West division from early April, the Rangers lost 7 of their final 9 games of the regular season, including a season-ending 3-game sweep by the eventual division winners, Oakland Athletics.

Romney to draw contrast with Obama on foreign policy

LEXINGTON, Virginia (Reuters) - Republican presidential nominee Mitt Romney will vow to pursue a more aggressive policy toward the Middle East on Monday if elected in an attempt to draw a sharp distinction with how President Barack Obama has handled Libya, Iran, Syria and the Arab-Israeli dispute.

Romney, in remarks at the Virginia Military Institute in Lexington, will make a case that his policy views reflect what advisers called the mainstream "peace through strength" doctrine they said had been pursued by prior presidents from Harry Truman to Ronald Reagan to Bill Clinton.

The address will help Romney set the stage for his second presidential debate with the Democratic incumbent on October 16. The next debate, at Hofstra University in New York state, will cover both domestic and foreign policy in a town hall format.

Romney was widely seen as having won the first debate last Wednesday in Denver, and his strong performance has halted a slide in the polls and appears to have given him new confidence for the last month of campaigning.

Romney will say that Obama has pursued a strategy of "passivity" instead of partnership with U.S. allies in the region.

"I know the president hopes for a safer, freer, and a more prosperous Middle East allied with the United States. I share this hope. But hope is not a strategy," he will say, according to speech excerpts released by his campaign.

Romney will use to illustrate his views the September 11 assault on the U.S. diplomatic mission in Benghazi, Libya, in which U.S. Ambassador Chris Stevens and three other Americans were killed.

Romney got himself into trouble in the immediate aftermath of the attack by accusing the Obama administration of an apologetic response to Muslims upset over a video made in the United States that lampooned the Prophet Mohammed. Romney was seen as injecting politics into a national tragedy.

But the criticism of late has turned to the Obama administration's handling of the situation, with some lawmakers accusing the State Department of providing insufficient security for Americans there.

And the White House for days clung to its insistence that the attack was linked to the Mohammed video until finally conceding publicly that it was a terrorist action on the 11th anniversary of the September 11, 2001, attacks.

"No, as the administration has finally conceded, these attacks were the deliberate work of terrorists who use violence to impose their dark ideology on others, especially women and girls; who are fighting to control much of the Middle East today, and who seek to wage perpetual war on the West," Romney will say.

Romney will promise that if elected November 6, he will vigorously pursue those responsible for the Libyan attacks, as Obama has vowed to do.

He will also pledge to tighten sanctions on Iran to give up its alleged nuclear weapons ambitions and deploy warships in the region to apply pressure on Tehran.

He would also increase military assistance and coordination to Israel, which has threatened a pre-emptive strike against Iranian nuclear facilities.

Romney will pledge that his administration would work to find elements of the Syrian opposition who share U.S. values and ensure they obtain weapons needed to defeat Syrian leader Bashir al-Assad's forces and end his brutal crackdown. Syrian rebels have accused the United States and Western allies of sitting on the sidelines of the conflict.

"Iran is sending arms to Assad because they know his downfall would be a strategic defeat for them. We should be working no less vigorously with our international partners to support the many Syrians who would deliver that defeat to Iran -rather than sitting on the sidelines," Romney will say.

Romney will say electing a new U.S. president will offer a fresh opportunity to try once again to reach a peace agreement between the Israelis and Palestinians. Romney is a strong supporter of Israeli Prime Minister Benjamin Netanyahu.

Advisers to Romney said the Republican's foreign policy should be viewed through a mainstream context, that Democratic and Republican presidents have projected American muscle abroad and that Obama has departed from this tradition.

"I do think it's a bipartisan tradition. It's a recognition that strength is not provocative. It's weakness that is provocative, and there is a fundamental difference between Barack Obama and Mitt Romney," said a top Romney foreign policy adviser, Rich Williamson.

The Obama campaign issued a withering attack on Romney ahead of the speech, pointing out that the Republican committed several verbal gaffes that generated controversy during his July trip to London, Jerusalem and Poland.

"Just as a reminder, this is the same guy who, when he went overseas on his trip, the only person who has offended Europe more is probably Chevy Chase," she told reporters in a reference to the actor who starred in the comedy "National Lampoon's European Vacation."

ZTE Warp Sequent (Boost Mobile)

It may cost $199.99, but the ZTE Warp Sequent looks and feels like a million bucks. Okay, maybe not quite a million, but it's definitely the nicest looking smartphone?we've seen yet from ZTE. And it works pretty well, too. The Warp Sequent has a big, sharp screen, solid performance, and it runs Android 4.0 (Ice Cream Sandwich). There's no 4G, and a reflective display and underwhelming camera hold it back, but you're still getting plenty here for your money. If you don't need 4G, it's a solid choice.

Design and Call Quality
Unlike most phones from ZTE, the Warp Sequent looks and feels surprisingly sleek. It measures 5 by 2.56 by 0.39 inches (HWD) and weighs 4.58 ounces. The spare design and angle of the curved edges almost brings to mind the Samsung Galaxy Nexus. The back of the phone is made of textured, rubberized plastic. There's a Power button and 3.5mm headphone jack at the top, and a volume rocker and charging port on the left.

The 4.3-inch touch screen features 960-by-540-pixel resolution, which works out to a sharp 256 pixels per inch. Text and images look great, as does pretty much everything else. The only issue, which is something I've noticed on some other ZTE phones as well, is that the screen panel itself is more reflective than usual, which can make it harder to concentrate on the display. There are three capacitive touch buttons beneath the screen that worked fine, and typing wasn't an issue on the roomy display.

The Warp Sequent is a single-band (1900) CDMA phone that runs on Sprint's 3G network. It also connects to Wi-Fi using 802.11b/g/n. Reception and call quality are average. On both ends voices sound clear but slightly digitized, and noise cancellation is average for outgoing calls. The speakerphone sounds fine but it's too low to use outdoors. Calls were also okay over a?Jawbone Era?headset and voice dialing worked over Bluetooth without issue. Battery life is good, at 7 hours and 43 minutes of talk time.

Data Plans and Network
The best reason to get a phone on Boost is to tap into the carrier's inexpensive pricing plans. Android plans start at $55 for unlimited data, talk time, and texts per month. That amount is reduced by $5 every six months you pay your bill on time, until you reach $40. If you don't need as much talk time, you can get a similar plan from Virgin Mobile, but with 300 voice minutes, for just $35 per month. But for either carrier, there is a downside for heavy data users: After 2.5GB of full-speed data usage per month, your speeds will be throttled significantly until the end of your billing cycle.

As we discovered in our?Fastest Mobile Networks?report, Sprint has the slowest 3G speeds of all the carriers we tested. That means that all 3G-only Sprint, Boost, and Virgin phones are running at some pretty challenged speeds, including the Warp Sequent. 4G WiMAX support appears on the?HTC EVO Design 4G?and the Samsung Galaxy S II 4G, but those phones are a lot pricier. Still, if you live in the coverage area, make sure to take that into account when making your decision.

Performance, Android, and Apps
The Warp Sequent is powered by a single-core 1.4GHz Qualcomm S2 Snapdragon MSM8655 processor. It isn't blazing fast, but it's powerful enough to get the job done, and a mostly stock build of Android 4.0.4 (Ice Cream Sandwich) helps to keep things smooth. The Galaxy S II has a much faster dual-core processor, but other than that, this is one of the faster phones on Boost right now.

There are practically no modifications to Google's Android OS at all. Boost has added MobileID, which allows you to install various "ID packs" on your phone that include applications, ringtones, wallpapers, and widgets. There's also a helpful battery-management app, as well as a superfluous music player, which isn't nearly as nice as Google's version that also comes baked-in. You can't delete any of these, but you can disable them from showing up in your Apps menu.

The rest is standard Android fare. There are five home screens you can swipe between and customize as you please. They come preloaded with just a few apps and widgets. You should also be able to run most of the 600,000+ apps in the Google Play store. Yet despite the relatively untouched version of Android, I wouldn't expect an update to version 4.1 (Jelly Bean).

Multimedia, Camera, and Conclusions
There's 2.48GB of free internal storage, along with an empty microSD card slot underneath the battery cover; my 32 and 64GB SanDisk cards worked fine. I was able to play all of our audio test files, and music sounded good through Altec Lansing Backbeat?Bluetooth headphones, but there's some background static while using a wired pair. I was also able to play back all of our video formats at resolutions up to 720p, though audio didn't work on files encoded with DivX.

The 5-megapixel camera can use some work. Shutter speeds are on the slow side, at 1.2 seconds to capture a photo. Images underwhelm. The camera skews soft instead of noisy, and images have a pinkish cast. I also encountered a bug in which some photos were unreadable on my computer, and others only showed up halfway. Video performance is a little better. You can capture 720p videos at 25 frames per second, but the colors are off and they'd benefit greatly from some image stabilization. There's also the requisite 1.3-megapixel camera for video chat.

Camera issues aside, the ZTE Warp Sequent is a pretty good value. For the price, you won't find any other phone on Boost right now with a larger, sharper display, or a faster processor. The LG Marquee? is equally sleek, with a better camera and greater call quality, but it's stuck on an older version of Android, 2.3 (Gingerbread). The Samsung Galaxy Rush is a little less expensive, but it has a smaller screen with much lower resolution, a slower processor, and an overall cheap look and feel. If you're willing to spend some more, the HTC EVO Design 4G has 4G WiMAX support and a much better camera. And if you're willing to nearly double your budget, the Samsung Galaxy S II 4G also has 4G support and a better camera, along with a much faster dual-core processor.

Favorite Moments During the First Week of Motherhood - Part Three

We welcomed Ingrid in April, and in August, our friends welcomed their first son. I loved being pregnant during the same time as one of my close friends (and two sister-in-laws!). Discussing doctor visits, pregnancy-to-dos and weekly progress was fun to do with someone who really "got" it. Then, after we had our babies, it was comforting to have someone to talk to about nursing and shot schedules.?

I know, really, really interesting stuff. But, I loved talking with her as she was "in the trenches" with me. She didn't have memories of these times - or ideas of how motherhood would/should be - she was there - and is there - in the moment.?

As she lives out west, it brought us closer and I'm thrilled because she's a great friend, wonderful nurse and amazing mother.?
  • All of our family was scheduled to visit post birth so it felt really special to have my work family come and welcome my son to the world.
  • Holding him skin-to-skin right after delivery.?
  • Watching my husband hold our son for the first time, and lets face it, every time!
  • Being able to hold and snuggle my little man all the time. Haven't been able to do that since.
  • Seeing the calming effect that music has on my son.
  • Feeling so proud when he passed all his tests. Lab tests, assessments, and the hearing test.
  • The first latch.
  • Our first walk outside. It felt like such an accomplishment.
  • Our first doctors visit and his note that said "Welcome to the world. You're perfect."
  • Thinking how do the days pass so fast when you're hardly sleeping.
  • Learning how to swaddle.
  • The excitement of telling our friends and family that he arrived!
  • and of course, any meeting of family and their interactions was so special - grandmas, grandpas, aunts, uncles, etc.
She wrapped up her email in classic mom-fashion:?

And he's up from his nap. Gotta go.

Man, that first walk outside was surreal. I remember walking outside of the hospital next to Dan who was carrying Ingrid and I wanted to laugh. After so much assistance in the hospital, you're sent home with a baby and a backpack of stolen hospital goods. (Why don't they sell hospital-sized swaddle blankets at Target?).?

More to come!?

Fayetteville Retail Attracts New Businesses in 2012

Fayetteville Retail Attracts New Businesses in 2012

By Greg Tavarez
Lemke Newsroom

An increase in northwest Arkansas retailing has brought new businesses and sales tax collections to Fayetteville. That growth also has decreased unemployment, city officials said.

More chose Fayetteville as the destination for a new business because of factors such as its location and the people, said Chung Tan, Chamber of Commerce manager for economic development. Owners approve the location of the city because of the UofA and the boost received during Razorback football home games.

Business owners look for a great place to start a business and this area is that great place, Dollar Daze co-owner Sharon Howell said. The people here are great, which made it easier on the decision to open Dollar Daze. Dollar Daze, a variety store, is in a strip mall at Steamboat Drive off Wedington Drive next to Harps Food Store.

Graphic by Greg Tavarez

Fayetteville is a growing city, and new businesses will continue to crop up across the area because of the development of the economy, Tan said. Every new business owner has to go through an orientation process.

That begins with contacting the Fayetteville Chamber Economic Development team and learning the details of zoning compliance under the International Building Code, according to the Chamber of Commerce. The process will require new local owners, such as Sharon Howell, to contact the building safety division and the city cashier.

When the process is done, the owners can run the business the way they want, Tan said.

Dollar Daze is not a franchise store, Sharon Howell said. In this store, ?we can do whatever we want? with a great feeling.

There is not a similar store on this side of town, Sharon Howell said. There is no worry with Walmart and Harps nearby because Dollar Daze will have different items in its inventory.

People who shop in our store will find that all the products will be sold for $1, co-owner Bob Howell said.

The increase of businesses benefited Fayetteville because sales taxes go to the city, according to a July Chamber of Commerce report. The 2012 total sales tax for Fayetteville was $1,442,433, which is a 7.4 percent increase from a year ago.

Fayetteville is listed as the best small city to start a business in Arkansas, with a labor force of 39,920, according to a 2009 Business Week report, businessweek.com. The city has 1,000 small businesses for every 42 people in the population.

Fayetteville is about the right size, said Chuck Chalfant, president and CEO of Space Photonics to Business Week. ?It?s a university town and that will always be a big advantage for a business.

Graphic by Greg Tavarez

New businesses in the area also bring job opportunities and Fayetteville has seen a decrease in unemployment because of retail growth, according to an August Chamber of Commerce report. The unemployment rate dropped from 6.7 percent in June 2011 to 5.6 percent June 2012, and northwest Arkansas saw a 1.4 percent decrease in unemployment over the past year.

Bob Howell plans to hire more workers before the holiday season begins, he said.

Sugar Land, Texas, a city similar in population to Fayetteville at 76,000, is listed as the best small city for startups in Texas with a labor force around 41,000, according to Business Week. The city has 1,000 small businesses for every 29 people.

Fayetteville ranked 75th in the Top 100 leading locations for 2012, according to the Area Development website at areadevelopment.com. The list ranked ?365 metropolitan statistical areas? based on economic and workforce growth indicators.

Dislodged seats force emergency landing at JFK

1 day

NEW YORK --?American Airlines says a Boston to Miami flight had to make an emergency landing at JFK airport over the weekend due to a row of dislodged seats.

Flight 685 landed safety at Kennedy Airport on Saturday.

The unit of AMR Corp. said in a statement that passengers in the affected row were moved to three other seats.

Passengers aboard the flight were placed on another aircraft for the trip to Miami.

The airline said it was conducting an internal investigation to determine why the row of seats became loose.

It said the FAA was notified of the problem and the airline's internal review.?

3 lawyers test human rights cases from abroad in Supreme Court

The Supreme Court will hear a case Monday which could determine whether cases involving foreign governments committing atrocities in their own countries should be heard in the US court system.

By Rebecca Hamilton,?Reuters / September 30, 2012

Workers cover the US Supreme Court building in Washington Thursday, Sept. 27, with a protective scrim, as work continues on the facade. The Supreme Court is embarking on a new term beginning Monday that could be as consequential as the last one with the prospect a ruling on whether cases involving human rights abuses in foreign countries should be heard in the US.

For more than three decades survivors of human rights abuses in foreign countries have turned to US federal courts to seek justice. On Monday the?US Supreme Court?hears a case that could make that impossible.

The case pits a Nigerian widow against a multinational oil company.?Esther Kiobel?and others say?Royal Dutch Petroleum?(Shell) helped the?Nigerian government?commit human rights violations against her husband, who was executed in 1995. Shell has denied the allegations and argues that cases involving foreign governments committing atrocities in their own countries do not belong in the US court system at all.

That the justices are considering the sweeping question of whether an entire class of lawsuits can be heard in the United States can be traced to briefs filed by three lawyers whose clients aren't even involved in the case.

How their briefs came to be sheds light on one of the most closely watched cases before the Supreme Court this term and shows how the efforts of private lawyers pursuing a public policy goal can have momentous consequences.

A ruling against Kiobel could wipe out lawsuits pending against companies such as Exxon Mobil Corp, Rio Tinto Plc and Nestle, which are accused by private plaintiffs of helping governments violate human rights in?Indonesia,Papua New Guinea?and Ivory Coast, respectively.

Esther Kiobel's husband,?Barinem Kiobel, was arrested in 1994 along with Nobel Peace Prize nominee?Ken Saro-Wiwa?and others. They had spoken out against the government's violent suppression of environmental activists who opposed Shell's oil and gas drilling in?Nigeria.
