Older Americans at Risk of Foreclosure | Marshfield Real Estate

NEW YORK (CNNMoney) ? A growing number of older Americans are falling into serious mortgage debt, with more than three million borrowers over the age of 50 at risk of losing their homes to foreclosure, according to a recent report from the AARP.

Since the housing crisis started, more than 1.5 million homeowners age 50 or older have already lost their homes to foreclosure, pushing the foreclosure rate among this group to 2.9% in 2011 from 0.3% in 2007, according to the AARP?s Public Policy Institute. And another 3.5 million have found themselves underwater, owing more on their mortgage than their homes are worth.

Long believed to be cushioned from the blow of the housing crisis ? because they owned their homes outright or hold large equity stakes that they could draw from in case of financial hardship ? older Americans are ?carrying more mortgage debt than ever before.?

?As the mortgage crisis continues, millions of older Americans are struggling to maintain their financial security,? the report said.

Underlying the problem is that more older Americans havemortgages than they did 20 years ago ? and the amount of debt they owe is much greater.

The percentage of families with mortgages held by someone age 75 or older, for example, jumped to 24.2% in 2010, up from 6.3% in 1989, according to the Federal Reserve. Over the same time period, the amount of mortgage debt this group of borrowers owed jumped to a median of $52,000, up from $11,800.

Many of these older borrowers were saddled with toxic subprime loans issued during the latter years of the housing bubble, said David Jones, president of the non-profit Association of Independent Consumer Credit Counseling Agencies.

Older homeowners were often convinced to refinance their mortgages for more than they owed and use the extra cash to repair their homes or pay bills.

These subprime loans were often enticing because the interest rates were low for the first few years. But the rates jumped after that and borrowers soon found themselves saddled with unaffordable monthly payments.

Compounding the problem was the sharp decline in home values. Nationwide,home prices have fallen about 34% since the mortgage meltdown began in mid-2006, according to the latest S&P/Case-Shiller home price index. But they were specially hard hit in states that attract retirees, like Florida, Arizona, Nevada and California, pushing many of the borrowers that live there underwater on their loans and making them more vulnerable to foreclosure.

Less time to regain ground: When older borrowers lose their homes, there?s less of a chance that they will recover financially.

?Foreclosures unduly weigh on older borrowers because so many are on fixed incomes,? said Kathleen Day, spokeswoman for the Center for Responsible Lending. ?They have little time to rebuild their finances.?

Older workers who lose their jobs, for example, have a harder time getting hired than younger workers. And those who do find a job often end up taking a pay cut, making it more difficult for them to afford their mortgage payments, the report said.

And while the economy is slowly recovering and home prices are starting to stabilize, it may be too little too late for many older homeowners ? especially the 3.5 million who are currently underwater on their mortgages.

Many of these borrowers don?t have enough time left to rebuild their finances before declining health or disability forces them into retirementand starts eating away at their savings.

The AARP offered up a few recommendations for easing the mortgageproblems of older homeowners, including the use of principal reduction, or forgiving some of the mortgage debt that is owed on the home. The group cited growing evidence that default rates decline when mortgage balances are lowered to better reflect current market value of homes.

AARP also said more states should introduce mandatory foreclosure prevention programs. Under these programs, servicers cannot pursue foreclosures until a review and mediation isconducted.

It also recommended stepped up enforcement against foreclosure prevention scams that offer to save people?s homes, collect a substantial up-front fee and then do little or nothing.

A recent report by the Lawyers? Committee for Civil Rights revealed that nearly half of these scams roped in older Americans, who lost a collective $16 million to these types of fraud.

PITTSBURGH (AP) ? High-tech security? Forget those irksome digital eye scans. Meet the biometric shoe.

A new lab is working to perfect special shoe insoles that can help monitor access to high-security areas, like nuclear power plants or special military bases.

The concept is based on research that shows each person has unique feet, and ways of walking. Sensors in the bio-soles check the pressure of feet, monitor gait, and use a microcomputer to compare the patterns to a master file for that person. If the patterns match the bio-soles go to sleep. If they don't, a wireless alarm message can go out.

"It's part of a shoe that you don't have to think about," said Marios Savvides, head of Carnegie Mellon University's new Pedo-Biometrics Lab, in Pittsburgh.

The lab, which has $1.5 million in startup funding, is a partnership with Autonomous ID, a Canadian company that is relocating to several U.S. cities. Todd Gray, the company president, said he saw the potential when his daughter was in a maternity ward decorated with representations of different baby feet all along a wall.

Autonomous ID has been working on prototypes since 2009, with the goal of making a relatively low cost ID system. Gray said they've already run tests on sample bio-soles, which are no thicker than a common foot pad sold in pharmacies, and achieved an accuracy rate of more than 99 percent. He said Carnegie Mellon will broaden the tests to include "a full spectrum of society: big, tall, thin, heavy, athletic, multicultural, on a diet, twins and so on."

Gray wouldn't speculate on what the system will cost or when it might reach the marketplace, but each worker at a site would have his or her own pair of bio-soles.

"Within the third step, it knows it's you, and it goes back to sleep," he said. "If I put on yours, it would know almost instantly that I'm not you."

The idea may seem far-fetched, but scientists have known for centuries that individuals have unique ways of walking, and in recent years the U.S. Department of Defense has been funding millions of dollars of gait research, as has the Chinese government.

The Institute of Intelligent Machines is doing extensive research into gait biometrics, including reports of systems where a floor monitors footsteps without people's knowledge.

One expert who is not connected with the CMU lab said the biometric sole seems promising.

"I must admit I find this news very exciting," said John DiMaggio, an Oregon podiatrist who has worked with law enforcement to use foot information in forensic investigations. While it is too early to fully judge the CMU research plan, DiMaggio said using feet as a biometric identification source makes sense.

While researchers have noted that gait can vary with injuries, fatigue and other factors, Savvides said the bio-soles can detect signs of those things, too.

The bio-soles might also have medical uses. Several papers presented this month at the Alzheimer's Association International Conference in Vancouver suggest changes in how elderly people walk ? such as a slowing pace or variable stride ? can provide early warnings of dementia.

Gray said the technology is less invasive of privacy than eye scans and other biometrics, in part because the individual data stays inside the bio-soles.

But one group that has followed biometrics and privacy issues said there could still be problems.

"Any biometric capture device is a potential tracking device, just like every iPhone is a potential tracking device. That's just the way these things are," said Lee Tien, an attorney with the Electronic Frontier Foundation, a San Francisco nonprofit that monitors free speech and privacy issues.

Tien said that the bio-soles themselves "might make a person feel a little bit better" than other security systems and that Gray's claim that the system can ID a person within three steps is "pretty impressive."

But he added that if the project is successful, bio-soles could also be implanted in shoes secretly.

"I wouldn't expect Nike to build these in. But it's potentially covert," he said, meaning it could be used to help spy on people.

Immigrants and Involuntary Minorities

Native Americans are not the only minority group in the United States. ?The largest minority groups? Blacks, Asians, and Hispanics? as well as a host of other smaller groups, all face similar barriers to personal growth as Native Americans do.? Following a symposium, Gibson and Ogbu (1991) compiled a volume of papers on the subject and titled it Minority Status and Schooling: A Comparative Study of Immigrant andInvoluntary Minorities.

?This volume addresses the central question of why some minority groups do relatively well in school, in spite of facing substantial barriers related to such factors as their different cultures and languages, the prejudiced attitudes of the dominant group toward minorities and unequal access to jobs, while other minorities confronting similar barriers dofar less well in school.? (Gibson & Ogbu, 1991, p. ix)

In a nutshell, Gibson and Ogbu (1991) asserted that there were two types of minorities in the United States, immigrant minorities and involuntary minorities.? Immigrant minorities are those who came to this country voluntarily,looking for a better life. ?They accepted hardships, barriers, and prejudice because they wanted to become part of the mainstream.? They came to this country because they believed that the move would lead to economic well-being, better overall opportunities, and/or greater political freedom. ?These immigrants appeared to interpret the economic, political, and social barriers against them as temporary problems that they would or could overcome with the passage of time, hard work, and/or more education. ?Such immigrants accepted marginal jobs because they felt that they were still better off than they would have been in their own country.? Therefore, they tended to ?explore economic resources and niches not wanted by members of the dominant group or other members of their host society? (Ogbu, 1991, p. 12).

?The immigrants appear to rationalize and to acquiesce to the prejudice and discrimination against them by saying, for example, that they are strangers in a foreign land and have no choice but to tolerate prejudice and discrimination as a price worth paying in order to achieve the goals of their emigration.? (Ogbu, 1991, p. 13)

Involuntary minorities are those who were forced to become part of the American society through slavery, conquest, or colonization. ?They usually resented the loss of their former freedom, and they perceived the social, political, and economic barriers against them as part of their undeserved oppression (Ogbu, 1991). ?This undeserved oppression led involuntary minorities to differ from the immigrant minorities in their perceptions of chances for success in mainstream society.? They interpreted the economic, social, and political barriers against them differently than immigrant minorities. ?The biggest difference was they did not see their situation as temporary.? On the contrary, they interpreted the discrimination against them as permanent and institutionalized, which led them to develop oppositional identity (Ogbu, 1991).? Indians who developed oppositional identity believed that regardless of their ability, training, or education, whether they lived off the reservation or on the reservation, whether they dressed and acted like white men, they would not be treated as equals (Green & Wallat, 1981). ?Furthermore, Indians, as involuntary minorities had no place to go to seek relief from a society that treated them like second-class citizens; they were strangers in their own homeland (Ogbu, 1984).

Finally, involuntary minorities distrusted members of the dominant group and the societal institutions controlled by the latter. ?This was especially true of Native Americans. ?Native Americans did not trust schools to provide their children with a good education. ?Unlike the immigrants, Native Americans find no justification for the prejudice or discrimination that they experience against them in school and society other than the fact that they are Indian.? Furthermore, Native Americans, unlike the immigrants, see the prejudice and discrimination against them as institutionalized and enduring.? Beginning with the earliest attempts to educate them, Native Americans believed discrimination against them was institutionalized, and that it was not going to be eliminated entirely by getting an education (Ogbu, 1982). ?Unlike the immigrants, Native American students did not interpret the cultural and language differences they encountered in school as barriers they had to overcome and did not, apparently, make concerted efforts to overcome them.

?Rather, they interpret the cultural and language differences as markers of identity to be maintained.? Moreover, they do not appear to make a clear distinction, as the immigrants do, between what they have to learn or do in order to succeed in school (such as learning the standard language and the standard behavior practices of the school) and the dominant-group?s cultural frame of reference (which may be seen as the cultural frame of reference of their ?oppressors?).? ?(Ogbu, 1991, p. 26)

Involuntary minorities have a deep distrust for members of the dominant group in society and a distrust for the schools that this dominant group controls more than immigrant minorities do because the former ?lack the advantage of the dual frame of reference that allows the immigrants to compare the schools they now attend with the schools they knew ?back home?? (Ogbu, 1991, p. 28).? Instead, involuntary minorities compare their schools with those of the dominant group and conclude that theirs are inferior because they are minorities (Ogbu, 1991).

?Having concluded that their schools and education are inferior, they divert their emotion and efforts in a continual quest for ?better schools and better education.?? The message is also communicated to children quite early that the schools they attend and the education they are receiving are inferior, a message that contributes to the development of distrust for the system.? (Ogbu, 1991, p. 28)

According to Kramer (1991), American Indian tribes cannot be compared to other ethnic minorities because American Indians stand to lose their culture by integration into the larger society. Christensen and Demmert (1978) ?urged tribes to take legal and moral responsibility for their children?s education by exercising control over school boards, approval of curricula, and, if necessary, by establishing separate schools? (p. 140).? The U.S. Commission on Civil Rights (1981) reinforces Christensen and Demmert?s advice:

?Politically, other minorities started with nothing and attempted to obtain a voice in the existing economic and political structure. ?Indians started with everything and have gradually lost much of what they had to advancing alien civilization. . . .? Indian tribes have always been separate political entities interested in maintaining their own institutions and beliefs. . . . ?So while other minorities have sought integration into the larger society, much of Indian society is motivated to retain its political and cultural separateness.?? (pp. 32-33)

Seeing that DirecTV and Viacom can't even agree on the number of channels that have gone off the air (one says 17, the other 26) as a result of their deal expiring last week, it's no surprise that the two are continuing to challenge each other's statements on every element of the negotiations. The latest tiff? DirecTV claims it has "accepted all material terms...including an increase that was more than fair" for the channels that were pulled, but accuses Viacom of trying to force an addition of the Epix channel package at a cost of around half a billion dollars. Viacom, for its part, calls the statement a "complete work of fiction" and accuses DirecTV of creating more obstacles in the way of a comprimise. Both point of views are linked below, we figure DirecTV customers will have plenty of time to read them while they're busy not watching the new episodes of Workaholics and Love & Hip Hop: Atlanta until this is resolved.

Study shows where identical twins part ways

By birth, genetic doubles use their DNA differently

Identical twins aren?t perfect carbon copies of each other even at birth.

Twins emerge from the womb carrying different chemical marks on their DNA that influence the activity of individual genes, a new study shows. Known as epigenetic markers, these alterations don?t change the underlying genetic information. But by regulating the activity of certain genes, they can profoundly influence how the DNA blueprint is used to create and operate a living organism.

Past research has shown that identical twins bear some differences in epigenetic markers. But those differences were thought to arise after birth, as twins have different life experiences and encounter different environments.

The new study ? the first to measure epigenetic profiles in newborns ? suggests that subtle differences in conditions within the womb can leave marks on fetal DNA that may have long-term consequences for adult health.

These differing chemical tags may help explain why identical twins look slightly different, have their own personalities and may have different susceptibility to diseases. Jeffrey Craig, a molecular and cell biologist at Murdoch Childrens Research Institute in Parkville, Australia, and his colleagues report the findings online July 15 in Genome Biology.

Identical twins are on average more epigenetically similar than fraternal twins, the researchers found. The similarity was probably not due to sharing a womb, but could be attributed partially to genetics and partially to chance, they suggest.

Arturas Petronis, an epigenetics researcher at the University of Toronto, has another idea about why identical twins are more epigenetically similar than fraternal twins. It?s not because they have the same genes, but because they inherit the same epigenetic signature. Just as eggs and sperm carry different combinations of parental genes, the cells are also marked with different DNA tags. So identical twins, which result when a single embryo splits, start out with the same epigenetic tags. Fraternal twins, who are the product of separate fertilization events, begin with slightly different epigenetic signatures, Petronis says.

Craig and his colleagues found that some of the greatest epigenetic differences between twins were near genes involved in development and metabolism. Birth weight was associated with differing epigenetic tags on genes involved in metabolism, growth and cardiovascular disease. Low birth weight has previously been shown to be a risk factor for obesity and heart disease in adults.

Factors in the womb that also influence how well fetuses grow, such as the size of the umbilical cord, may create epigenetic discrepancies between twins, Craig says. In the study, identical twins who shared a placenta were more epigenetically different than twins who each had their own, probably because one twin got slightly more nutrition from the single source, he says.

Petronis says it is too early to tell whether birth weight sets epigenetic marks or if the DNA tags influence birth weight.

Ghana has signed the?Convention on Mutual Administrative Assistance in Tax Matters, a comprehensive multilateral instrument available for tax co-operation and exchange of information, the Organisation for Economic Co-operation and Development (OECD) announced July 10, 2012.

Ghana is the second African country, after South Africa, to sign the Convention, developed jointly by the Council of Europe and the OECD, since it was opened for signature to all countries in June 2011.

Ghana?s Deputy Minister of Finance, Seth Terkper signed the Convention on behalf of the country.

The Convention is expected to help Ghana counter cross-border tax evasion and it also ensures compliance with national tax laws, while respecting the rights of taxpayers.

In a statement, OECD Secretary-General Angel Gurr?a applauded Ghana?s demonstrated commitment and effective action on exchange of information.

Signing the Convention, Seth Terkper was quoted in the? OECD?s statement as saying ?Ghana appreciates the present cordial relationship with the OECD and will adopt the exchange of information mechanism to reduce tax evasion and avoidance of multinational enterprises (MNES) and thereby raise more tax revenue to fund development projects.?

The Convention provides a multilateral basis for a wide variety of administrative assistance including information exchange on request, automatic exchange of information, simultaneous tax examinations, assistance in tax collection and service of documents.? It provides governments with a valuable tool for fighting offshore tax evasion and avoidance.

Current signatories to the Convention are?Argentina, Australia, Belgium, Brazil, Canada, Colombia, Costa Rica, Denmark, Finland, France, Georgia, Germany, Greece, Iceland, India, Indonesia, Ireland, Italy, Japan, Korea, Mexico, Moldova, Netherlands, Norway, Poland, Portugal, the Russian Federation, Slovenia, South Africa, Spain, Sweden, Turkey, Ukraine, the United Kingdom and the United States.

This is where we'd hoped the improved specifications under the hood would shine and this is where we were left a tad disappointed.

In terms of the benchmarks, the Zync Z999 Plus outshone its predecessor quite a bit but not by that far when compared to the likes of the Mercury Mtab Neo2.

In terms of everyday usage, the device worked quite well. One of the best features of the device has to be the keyboard. It was very smooth to type on in both portrait as well as landscape mode. The touchscreen keyboard was very responsive.

The overall performance of the touchscreen too was good. Pinch to zoom, navigation through apps, etc. all felt very good.

Playing games on the device too was fun. Angry Birds, Angry Birds Space and Pool Master Pro ran extremely well on the device without any hiccups. Browsing the Internet on the device was a mixed experience. The web sites loaded quickly enough but some rendering took longer than usual. We even used Chrome and the browser, even though it performed well overall, lagged a bit.

The display on the device was a bit disappointing. It is susceptible to a lot of glare and the viewing angles aren't the best but the colour representation especially in videos is nice. We saw a bunch of movie trailers including The Amazing Spider Man, the Hobbit and Hotel Transylvania and they all looked and sounded good. The device even played .mkv files without any problems.

The display is a disappointing with its resolution. The 7-inch screen has a resolution of 480 x 800 and we wish this were better.

Another downer for the device is that it isn't the best multitasker. The RAM is just 512MB and once you have a plethora of apps working, you will see a noticeable lag in the interface.

You have access to the Google Play store on the device giving you access to the plethora of apps available on it. Since the device can be used as a phone, you can even run WhatsApp on it.

The performance of the camera on the device isn't stellar. The rear shooter is 2MP and its performance largely depends on the ambient lighting. The front facing camera just about gets the job done for vice chatting.

The battery life of the device is standard to what you'd expect and doesn't break any boundaries whatsoever. In our video playback test, the device lasted for 4.5 hours in continuous video playback. We ran a 720p video in .MP4 format.

The overall performance of the device is a notch above its predecessor but it isn't significant when compared to the other offerings in the market.
